Business development and innovation affecting spatial development
The main goal of Working Group 1 (WG1) was to check whether functional polycentricity is a right solution for the BSR and to what extend this model works in reality (currently) in the BSR. If functional integration is what we want to strengthen we should suggest how it could be implemented and what is the role of different types of public authorities in its implementation.
WG1 looked at the innovation potentials of traditional and knowledge-based economy in NW Russia (R&D capacity, SME, engineers, technical universities/higher education, organization, biomass, renewable energy) from the perspective of needs, trends and present policies. It will also tackle spatial development patterns of in- and outsourcing (foreign direct investments).
The WG1 had three distinct types of activities and each of them yielded respective outputs:
The leading country of the WG1 was Denmark with Germany as a co-chair of the Group. Senior civil servants from Poland, Finland, Latvia and Lithuania took part at the meetings as well as experts delegated and financed by VASAB countries or the project.

- The present situation, development trends and political objectives in the fields described above as well as their territorial consequences for regional development and settlement structure were explored ("overview").
- Recommendations to improve the situation from the viewpoint of economic and territorial integration of the BSR were formulated ("recommendation paper").
- Fields for further concrete actions were identified and concrete measures were suggested for implementation ("action plan with pilot investments").
