15/06/2026 Major Progress Towards Exploring Spatial Resilience Aspects in Baltic Sea Region
In 2025 VASAB Polish Chairmanship has initiated a targeted analysis on measuring territorial resilience in the Baltic Sea Region to advance territorial cohesion across different territorial scales which now has resulted in Baltic ReSeaLand project funded by ESPON.
Baltic ReSeaLand is the first integrated land–sea resilience assessment in Europe, responding directly to the priorities set out in the VASAB Ministerial Tallinn Declaration on Spatial Resilience adopted by Ministers responsible for spatial planning and development in the Baltic Sea Region in June 2025. Russia’s war against Ukraine has fundamentally reshaped security conditions across a region that forms almost half of the EU’s external border. In this new geopolitical reality, strengthening territorial resilience has become an urgent priority.
This targeted analysis seeks to enhance the evidence base for resilience-focused territorial governance in the Baltic Sea Region by establishing a comprehensive framework for assessing and implementing territorial resilience across both land and maritime areas. Through the development of a set of indicators measuring adaptive capacity, vulnerability, and exposure, ESPON Baltic ReSeaLand will operationalise territorial resilience and provide detailed analyses of resilience patterns, hotspots, and areas requiring targeted intervention. The project will also deliver methodological guidance for integrating resilience considerations into spatial planning, policymaking, and cross-sectoral governance, while generating practical, evidence-based recommendations to support integrated, forward-looking, and strategic planning across terrestrial and marine environments.
Currently the tender is ongoing to determine service provider for development of this targeted analysis and it is estimated that project will be completed by the end of 2027.
