Enhancing Spatial Resilience in the Baltic Sea Region

 

Enhancing resilience is a cross-cutting theme under both the VASAB Estonian and Polish Chairmanships. Building on the VASAB Ministerial Tallinn Declaration on Spatial Resilience (Tallinn, June 2025), VASAB is prioritising planning approaches that strengthen resilience to climate change, geopolitical tensions and socio-economic change across the Baltic Sea Region.

In parallel, the recently approved ESPON Baltic ReSeaLand project will analyse territorial resilience on both land and sea and provide recommendations for public policy and spatial planning practice. The focus is on addressing climate change, geopolitical uncertainty, demographic shifts and crisis preparedness through spatial planning, supporting planners in integrating crisis preparedness and climate adaptation into planning systems.
