TWO PILLARS OF THE FORUM AGENDA 2016:
The first pillar is «Visions in the Turbulent Time» and it includes conceptual framework of the strategies developed today (Russia 2030, Strategy of Spatial Development of the Russian Federation, Macroregional Strategy, Regional and Municipal Strategies): what ideas and development goals are relevant and what ways to choose to achieve it.
The second pillar is «Strategic Planning Technologies» and it includes methods and tools of strategic planning, the practical experience of synchronous planning at various levels. The main keyword is “alignment”: how to understand and ensure alignment of plans in vertical and horizontal directions.
FIVE THEMATIC CLUSTERS AND FORUM AGENDA 2016 KEY DIALOGUE LINES:
- Dialogue Line 1: Strategic Planning at the Federal Level – ensuring synergy of all strategic documents within the Federal Law «On the Strategic Planning in the Russian Federation» (172-FL).
- Dialogue Line 2: Strategic Planning at the Macroregional, Regional and Municipal Levels – promoting best practices, planning technologies, public participation.
- Dialogue Line 3: International and Cross Border Cooperation for Regional Development and Planning – enhancing strategic partnership and building action alignment in the priority cooperation areas on multilateral and bilateral basis.
- Dialogue Line 4: Spatial and Physical Planning – building alignment of strategies of socio-economic development and territorial planning documents.
- Dialogue Line 5: Strategies for Sustainable Regional and Urban Development – Forum Green Day, building alignment to ensure Long Term Economic, Environmental and Social Stability.

VASAB CSPD/BSR Chairman Jacek Zaucha will participate in two Round Table discussions with presentations: “What’s New in Marine Spatial Planning in the EU Countries and in the Baltic Sea Region” and “Activities of VASAB Committee on Spatial Planning and Development of the Baltic Sea Region аs Example of Russia-EU Long-Term Cooperation”.
