On October 22-23, the XVII Annual Strategic Planning Leaders Forum of the Regions and Cities of Russia: Stakeholders of the Future was held in St. Petersburg. Organizers: State Duma of the Federal Assembly of the Russian Federation, Ministry of Economic Development of the Russian Federation, Accounts Chamber of the Russian Federation, Government of St. Petersburg, Center for Strategic Research, ICSER Leontief Centre.
The Forum venue hosted 38 events in 15 formats for work in two days, attended by over 1000 participants. 270 speakers included representatives of federal authorities, the international expert community, heads of regional and municipal authorities, Russian experts and researchers. The Forum brought together representatives of more than 60 federal subjects. Traditionally, the Strategic Planning Leaders Forum hosted a large delegation of foreign experts – over 100 participants from 30 countries.
Plenary sessions of the Strategic Planning Leaders Forum were attended by Alexey Kudrin, Chairman of the Accounts Chamber of the Russian Federation; Maxim Oreshkin, Minister of Economic Development of the Russian Federation; Alexander Beglov, Acting Governor of St. Petersburg; Karl-Heinz Lambertz, President, European Committee of the Regions; Aleksei Didenko, Chairman, State Duma Committee on Federal System and Issues of Local Self-Government; Innokentiy Alafinov, First Deputy Minister of Transport of the Russian Federation; Igor Orlov, Governor of the Arkhangelsk Region; Andrey Nikitin, Governor of the Novgorod Region; Alexander Plutnik, CEO, DOM.RF JSC; Dato’ Sri Idris Jala, President and CEO, PEMANDU Associates; Georgy Idrisov, Vice-rector, Russian Presidential Academy of National Economy and Public Administration, and a number of other well-known Russian experts.
The Forum summed up the results of the V Municipal Strategies Contest, the winners of which gave a master class in developing effective strategies. Another solemn event of the Forum has become the International Green Mobility Awards Ceremony for Development of Sustainable Urban Transportation Systems. Presentation of the Regions Competitiveness Index-2018 (AV RCI) developed by the Leontief Centre – AV Group Consortium was of great interest to the Forum participants.
