4th Baltic MSP Forum 2021

The 4th Baltic MSP Forum ‘Delivering MSP – Interactions and Capacities Across All Levels’ took place on 1 – 2 June 2021, online and was broadcasted from Latvia. The Forum was organised by two Interreg BSR projects Capacity4MSP and Land-Sea-Act and it served as a final conference for both projects.

Already for the 4th time the Baltic MSP Forum was organised to bring together maritime spatial planning (MSP) community from the Baltic Sea Region (BSR) and beyond to discuss, share, learn and develop new ideas to enhance MSP in the region.

‘Delivering MSP – Interactions and Capacities Across All Levels’
that is the slogan of the 4th Baltic MSP Forum. It comes with a message that in year 2021, when all countries in the BSR are on track with Maritime Spatial Plans and are stepping into plan implementation phase, consequent question arises – what’s next?

MSP is not ultimate/universal, although it is based on ecosystem approach (achievement of GES) and interplay of existing and new marine and coastal uses. MSP is one of essential components of the Blue growth strategy and obviously will need to align with the rising Green Deal and its overarching aim of climate neutrality in Europe by 2050.

So what are we planning for and will we need to implement MSP across scales of governance?

The 4th Baltic MSP Forum was jointly organised by the VASAB Secretariat and the Ministry of Environmental Protection and Regional Development of the Republic of Latvia (MoEPRD) as the lead partners of the Capacity4MSP and Land-Sea-Act projects financed by the Interreg BSR programme.

The urban-rural divide presents one of the major challenges for the cohesion of the Baltic Sea Region. This divide becomes more and more detrimental for the rural areas in effect of the population ageing and outward migration. The VASAB Long Term Perspective for the Baltic Sea Region (LTP) envisages that in 2030 the Region should feature a well-balanced setup of metropolitan centres, which act as the global and the BSR gateways, and small and medium-sized cities and towns, which secure a high-quality of life for their residents in both urban and rural areas.

Accessibility links within the Baltic Sea Region are still missing because of the former East-West divide. The situation should be improved to positively influence spatial development of the Eastern part of the Region and territorial cohesion of the Region. There is a particular need for fast road and rail connections between the Region and Central and Western Europe, above all - by Rail Baltica and Via Baltica. There is also a need of improving connectivity in the Northern parts of the Region and connections to the South and East. Rapid implementation of the Motorways of the Baltic Sea is necessary in order to make full use of the potentials of an integrated and sustainable transport network.

VASAB Long-Term Perspective for the Territorial Development of the Baltic Sea Region (LTP) outlines that ‘A progress towards achieving the territorial cohesion perspective of the Baltic Sea Region in 2030 should be monitored and evaluated on a regular basis. This is a clear role of VASAB to act as an observatory of trends and processes related to the territorial cohesion in the Region and to provide evidence, either providing a right development of the taken initiatives and actions, or flagging the necessary changes.
